WFS 2022 - Initial Scene Size-Up and Accountability

 The first five minutes on the scene can dictate the outcome of an event.

At some point in your career, you start to feel as if you have a basic understanding of initial incident operations; you’ve completed all the NIMS courses; and you have terms like “Operations,” “Command and General Staff,” and “Rapid Intervention” running around in your head.

You think you’re ready to establish command and manage your first incident. But are you truly ready? What questions are still roaming around? What are your “why?” questions?

Too many times initial Incident Commanders do things simply because they were told to do them. Or more dangerously, we do things because “that’s the way we’ve always done it.”

This class is designed to walk participants who have a good base knowledge of what an incident scene looks like through the process of establishing command, tracking, and managing the first 5-15 minutes of the incident. We’ll answer the why questions of initial incident scene operations and discuss checklists, tactical worksheets, command boards, and when and how to properly subdivide an incident into more manageable pieces.

We’ll walk through best practices, different command and control systems available, and finish the class with some simple tactical scenarios designed to put students through the paces of emergency scene management.

Battalion Chief Patrick Harper is a 24-year veteran of the fire service and has served on volunteer, combination, and career fire departments. Chief Harper is a member of Indianapolis Firefighters Local 416 and serves on the faculty of the Indianapolis Metropolitan Police Leadership Academy. He is the owner of PL Harper Consulting, where he consults and teaches organizational leadership and development throughout the United States. He is a member of the International Society of Fire Service Instructors Credential Council and holds a Bachelor's of Science in Public Safety Management, an Associate's of Science in Fire Science, and an Associate's of Science in Organizational Leadership.
